Sheltered Units of Instruction

Why do MLs need sheltered units of instruction? We have two simultaneously challenging goals for MLs: 1) Developing basic communication skills as a bridge to academic proficiency; 2) Building content knowledge and mastery across the curriculum. My sheltered units of instruction balance these two goals, are centered around comprehensible input, and are rich in content, language and literacy activities and participation structures to promote active involvement.
